In the aspect of establishing the system of collective operating construction land entering the market, rural collectives are allowed to convert the idle residential land and abandoned collective public welfare construction land recovered with compensation into collective operating construction land entering the market on the premise of farmers'voluntary participation.

Liu Chunyu, Director of Urban-Rural Integration and Development Division of the Planning Department of the Development and Reform Commission, said that it was important to note that urban residents could not afford to buy residential land in rural areas.
